After being exposed to a mutagen from an exploding checmical plant, Virgil Ovid Hawkins gained Electric-based superpowers! Now the high school boy fights crime under the name Static, fighting for Dakota city from other metahumans!
Personality
An awkward, geeky, teenager with a sarcastic sense of humor, and a mischievous side. He is also fiercely loyal to those he cares about.
Background
Static was an average, nerdy teenager, unfortunately living in one of the poorest neighborhoods of Dakota City, which was ridden with gang wars and crime. Things were bad enough that the gangs decided that the best way to deal with it was to fight it out in one last showdown at the intersection of the three biggest gang's territories. This 'Big Bang' as it was called was known throughout the city, and was going to be taken advantage of by the Mayor of the City to deal with the gang violence threat once and for all. She sent out a task force to use a special radioactive gas to tag everyone involved, so any survivors could be tracked an apprehended afterward. Unfortunately, the mayor's plan went horribly wrong, as the gas killed over 90 of the gang members, and mutated the rest into meta-human "Bang Babies". Virgil, having been bullied at school, was given a gun by a friend of his and urged to take his revenge on those who bullied him, ended up at the site of the bang before having a change of heart. Unfortunately, it was too late to escape the Bang itself, and Virgil was exposed to the gases, mutating him and giving him Electromagnetic-based powers.

POWERS
ALTERED PHYSIOLOGY - Basic: Static's physiology was altered by a mutant-genetic explosion which caused him to adapt unusual powers. Static's body itself can generate raw electromagnetic energy, which he has learned to manipulate, control and enhance.
ELECTROKINESIS - Enhanced: Static can generate electricity from his body and administer it in a range of different attacks and uses. He can charge or drain devices and project his electricity in various ways.
- Electrical Displays: Static can generate words or pictures with electromagnetic energy When applying more power into it, Static can change these into Electromagnetic Nets and/or Cages.
Electromagnetic Force Bolts: Static can fire Bursts of electromagnetic energy from his hands to create barriers, electrifiy onjects, and magnetizing surfaces.
Ball Lightning: Static can create electromagnetic bursts that can be used offensively against targets.
Static Cling: Static can magnetize surfaces briefly, and attract objects to himself.
ELECTROMAGNETISM - Enhanced: Static can sense sources of electromagnetic energy or objects that can be affected by it such as underground water pipes. He can magnetize and demagnetize metals.
-Electromagnetic Fields: Static generates an Electromagnetic field in a similar fashion to the sun and earth. He can use this field to create barriers and protective fields.
-Minor Technopathy: Static can capable of fixing or operating electronic devices through his electromagnetic manipulation. He can operate most devices just by touching, even if they are not plugged in.
-Electromagnetic Levitation: Static can cause objects to fly (metal is the easiest material to manipulate and wood is the most difficult).
-Wavelength Tuning: Static can hear radio waves meaning he can listen in on the police broadband and music stations, as well as tapping into the phone lines to call others.
