An Earth 22 street kid finds a Blue Power Ring, chosen to bear the Blue Light of Hope. He gets lost while traveling across the galaxy and ends up stranded in a new universe where he finds another Blue Lantern Corps and is welcomed as Blue Lantern of Earth. He attends Sky High to continue an education he didn't really start back home and learn to be a superhero.
Personality
Terry is that persistent twerp who sees the good in things when good can't be found and has an inherant need to make sure others are happy. Though many might find his unwavering optimism rather annoying or maybe even playfully tease him for it, when the darkness comes Terry is a bright shining beacon of Hope. If he's ever unable to himself see the light, he gets very very irritable and frustrated with everything. Fortunately, that almost never happens as it's just not in his nature. Especially with the Blue Ring in his possession.
Background
Diamond In The Rough
Terry, as far as he knows, is the only child of Tracie, a woman he was separated from early in his life, not knowing what happened to her, and Mark, who had to take on the responsibility of raising this energetic and adventurous young boy as a single parent. The free-spirited child wasn't deterred from living his life though, finding care in groups of other poor children or under the protective wing of an older teen, always testing their patience with his adventure-seeking nature. When he was a young teen himself, watching the sky at night atop the roof of an old rundown factory, he saw a streak of light end in a nearby overgrown area. Curiosity and a sense of adventure would have moved the boy to go investigate on their own, though he was also spurred on by a strong primal attraction. There he found a small spaceship, little more than a spacefaring pod in which all he found was a ring. However, his presence caused the ring to glow with the Blue Light of Hope.
Thrown Off Course
Terry naturally put the ring on and was immediately informed by the ring's AI that he has been Chosen to represent the Blue Lantern Corps on Earth, and he should prepare to leave as soon as possible. Terry was rather awestruck, but agreed to go. After induction into the Corps and subsequent teaining, Terry was sent back to Earth. Terry became a force in his own right under the watch of the ring's AI. Taking on the persona of the Blue Knight, protecting his home and helping out those in his area to bring hope to those like himself, the poor folk of the less savory parts of town. A couple years later Terry was called to Odym but failed to appear as the wormhole he had created to get there became unstable.
Lantern of Hope
Stuck in the now unstable wormhole meandering through the Bleed, Terry steeled himself and forced himself not to give up hope, and used the ring's power to steer the terminus of the wormhole into the nearest universe. Terry was punted out into space. The AI suggested he go to Odym to see if there was a Blue Lantern Corps in this universe. Terry was welcomed with open arms. After a bit of a testing period, Terry was sent to Earth to represent these Blue Lanterns there. It might not be his Earth, but it should be familiar enough. As he was still fairly young at this point, he accepted the offer to attend Sky High. Now he's learning about his new home, training in the ways of superhero, and spreading Hope all the while.
SIGNATURE ABILITY
Channel Hope
Terry can channel the Hope from others to empower his Ring's effects. He can perform impressive feats, but it requires initiating by others who are inspired by Hope to wish for something. Restoring a historical monument demolished in a superfight, reviving crops destroyed by drought or blight, reconstituting a fallen hero's or leader's body despite being completely destroyed, dissipating a strong storm threatening to destroy a town. He acts as a conduit for their Hope, an amplifier and shaper in a time of dire need.
SKILLS
Terry possesses supremely strong optimism, far beyond that of an ordinary human being. This, especially when coupled with his Blue Ring's abilities, makes it very difficult to intimidate him or affect him with mental influences. It also helps him spread Hope, his mission as a Blue Lantern.
Unlike the Green Lantern Corps structure as a galactic police force, the Blue Lantern Corp would better be characterized as a galactic community outreach center. So while the Green Lanterns are typically trained martially, the Blue Lanterns don't typically include combat training, especially since many are actual pacifists. While Terry isn't quite a pacifist, he doesn't like to fight and will avoid it if possible. But he has trained a bit in self-defense techniques, but tends to rely on his ring to get him out of trouble.
Creativity - Competent Level

Terry had aspirations to be an artist before he started focusing more on practical matters. Now in a new world and a new life, Terry has had more time to pursue artistic endeavors. Though he started out with drawing at home, he's now exploring his creativity though other media and even into other areas such as dance, song, and poetry.
Terry is quite practiced flying with his ring. Dodging, repositioning for a better vantage point, and recovering from being hit while in flight are almost second nature to him.
Skateboarding - Competent Level

Before he was pressed him into service as the Blue Knight, Terry spent a lot of his free time on his skateboard. He's no Tony Hawk, but he's skilled.
Skyboarding - Novice Level

Combining his skill at skateboarding and his ability to fly, Terry has taken to boarding in the sky. He's not quite as skilled at this new hobby, so his tricks are simpler and tend to be less impressive than those he can perform while skateboarding or flying. He is able to simply go from point A to point B with little issue, though.
Urban Survival - Competent Level

Terry knows how to make the most of what can be found in the unsavory and rundown parts of the urban landscape. He can typically find food, though maybe not the most appetizing to those of more comfortable means. He can find tools, usually makeshift, for any manner of need.
ABILITIES
Power: Energy Projection - Supreme Level
|
Blasts: The Ring allows Terry to fire blasts of blue energy or sling blue energy projectiles. The strength is dependant on Terry's Hope and to a lesser extent, the Hope of those around him.
Force Fields: The Ring allows Terry to create force fields of various shapes and sizes to protect himself and/or those around him. The field's strength depends on Terry's Hope and to a lesser extent the Hope of those around him.
Constructs: The Ring allows Terry to create blue energy constructs. These constructs are fueled by Terry's Hope and respond best to intentions of protection and healing rather than offense and aggression.
Power: Flight - Supreme Level

The Ring allows Terry to fly at great speed within an atmosphere, sufficient to achieve escape velocity and reach outer space. This also allows him to travel at hyperspace speeds or use synthetic wormholes, crossing galactic distances in hours, or even minutes in dire circumstances.
Power: Healing - Enhanced Level
|
The Ring allows Terry to heal, in himself or in others, all but the most fatal of injuries, new or old. This includes regenerating limbs, organs, or other body parts that have been removed. If quick enough, this could even restore the body of a decapitated head before death sets in.
Power: Other Rings - Supreme Level

The Blue Power Ring is able to affect Rings of other colors.
Red: The Blue Ring is able to both cut a person off from a Red Ring's Rage and restore the person's body, allowing a Red Lantern to give up their Ring without dying.
Orange: The Blue Ring is completely immune to the Orange Rings' depletion ability.
Yellow: The Blue Ring can deplete a Yellow Ring's energy.
Green: The Blue Ring can restore a Green Ring and can also supercharge it. This ability can also apply to other color Rings, though on an individual basis and Terry must attune the other Ring to his first.
Power: Power Ring - Supreme Level

As a Blue Lantern, Terry has an Odymian Power Ring. This Ring is bound to him and responds to his thoughts and commands. Apart from the primary abilities of the Ring, it also has several secondary abilities.
AI: The Ring contains a very powerful computer with an advanced artificial intelligence which Terry can communicate with.
Anti-Theft: The Ring will do anything in its power to prevent its own theft. If that fails, it will not be used against Terry.
Communications: The Ring can interact with most communications devices. It can also communicate with Odym from anywhere in the galaxy.
Costume: The Ring can convert Terry's clothing into the Blue Lantern uniform, many styles of which are stored in the Ring. He can, though, adjust his uniform as he sees fit. He can also alter his normal clothing at will.
Life Support: The Ring allows Terry to survive in otherwise hostile environments, up to and including outer space. A field is created around him and protects him from various radiations and poisonous matter. An atmosphere similar to Earth's is created in the field, including appropriate heat, and waste products are removed. Cosmic forces are stabilized in the field. Terry could use the Ring's field as his sole source of life support if necessary.
Sensors: The Ring contans a comprehensive sensor suite which allows it to provide extensive information to Terry.
Storage: The Ring holds a small extra-dimensional space that can be used to store items, imprison foes temporarily, serve as temporary shelter, and usually holds his Blue Power Battery.
Translator: The Ring can translate almost any language for Terry. The Ring can also translate his own words for others if necessary.
ADVANTAGES
Terry possesses a bright shining hope, beyond what most other humans could fathom. This strong light in his heart makes him a very effective Blue Lantern. Even without his ring, he's highly resistant to despair. With the ring, he's very hard to frighten or manipulate into compliance via words of futility.
Terry has a power battery, in the form of a lantern colored blue, linked to the central blue power battery on Odym. This allows him to recharge his ring with the energy stored on Odym.
WEAKNESSES
Terry has a deep-seated need to make sure others are happy and will typically be willing to sacrifice of himself to make it so. He is very vulnerable to manipulation and too blinded by his need to see the good in people to be able to effectively see the bad and notice when he's being used.
A Blue Ring needs a Green Ring nearby in order to access its full potential.
Channeling Hope can negate this somewhat, as the power comes from raw Hope. A nearby Green Ring, however, can greatly reduce the strain on Terry and allow greater feats if one is nearby.
Energy blasts, force fields, and constructs are all limited in power and scope without a nearby Green Ring.
Flight can't achieve escape velocity, nor can Terry access wormholes, without a Green Ring nearby.
A nearby Green Ring is necessary to sever the ties between a Red Ring and its bearer, or for a Yellow Ring to be depleted.
If Terry's Hope or ability to concentrate is lost, he will have trouble maintaining or using most of the Ring's abilities.
The Ring must be charged by a sufficiently high-yield power source every 24 hours. Usually, Terry uses his Blue Power Battery, though a very strong outpouring of Hope can also manage it.
