With the world at his feet and a chip on his shoulder, Harry Osborn is a designer-minted whirlwind in the shape of a young man. When the mood strikes, he can be just as entitled as his family name suggests, but trying to step out of his father's shadow isn't an easy feat... even for a boy of his potential.
Personality
Harry is a contradiction. Every bit the snob people expect at times, he's just as liable to be charming or polite depending on his mood or what he needs. He's a good time who knows just how to get people's guard down - a keen negotiator with an eye for business and details - a young man shaping up to be a powerhouse. In truth, beyond the facade of his proper upbringing and wealth, Harry is a young man desperate for approval and equally desperate not to acknowledge or give in to that craving. He fights his own insecurity with pills and drinks and distractions, and all that before the muddling influence of his serum.
Background
Harold Osborn came into the world with a silver spoon in his mouth, with a world of possibilities ahead of him. Born to wealthy industrialist Norman Osborn, he didn't want for anything - but his father's love and approval. When he was still a toddler, his mother grew ill and passed away, and it was clear that Norman placed the blame for her decline on his son's young shoulders. Their strained relationship defined Harry's youth. Despite his tireless attempts to earn his father's praise and recognition, that emnity formed something sour instead.
Turning to narcotics and cheap thrills as he got older, Harry began to chase any impulse that would make him feel complete even as he excelled academically. Though the world saw him as just another Upper East Side asshole, he managed to make a handful of true friends, among them a young Peter Parker. As young man desperate for affirmation, Peter was the answer to many of Harry's needs, a genuine comfort amid a chaotic and often confusing world.
Despite his tenuous grip on normalcy, things seemed more or less in order for the young Osborn - but his father would find a way to take even that from him. His experiments led to the Goblin serum and the emergence of the Green Goblin, and despite the fact that Harry was essentially estranged from his father, he still carried the shame of the revelations that would follow Norman's unmasking. His fears were validated, and the family name dragged through the mud, but somehow they managed to carry on.
Following unwittingly in his father's footsteps, Harry found a sample of Norman's serum and began to run his own experiments on it in secret. Determined to understand just how far his disturbed father had fallen, he began to catalog his own discoveries, making 'improvements' as he went along. The further he delved into the serum itself, the more he became convinced that correcting it would be that final victory: that by solving the instability of the formula, Harry would at last accomplish something even Norman would be forced to acknowledge with pride. Fatefully, Harry took the plunge and injected himself with his own version of the serum... and everything is... fine. Just fine.
Heir to Oscorp, genius in his own right, and newly enhanced... Harry has begun to examine his life. Most of all, what to do with the new high he finds in embracing his darkest impulses, as his paranoid delusions begin to grow bolder, and his control of the serum and the Hobgoblin within begins to slip. Maybe he's not so different from his father after all, and that thought keeps him up at night more than any other.
SIGNATURE ABILITY
Hobgoblin Serum
Tied to his adrenal response, Harry's heightened physical agitation can flood his body with the Hobgoblin serum of his own design. Meant to be a more 'stable' version of Norman's serum, it enhances his strength, durability and reflexes to peak-human levels, bringing out the inner Goblin... at a cost. Triggered in intense situations, usually emotionally loaded or stressful ones, each instance also enhances the chemical instability beginning to build up in the young Osborn's mind. When the effect fades, he is left physically exhausted and weak, and more than that, plagued by increasing paranoia and persistent - if subtle - hallucinations.

Even if Norman is perpetually disappointed in his son, there's little question that Harry will one day inherit his title at OSCORP. For his part, Harry has studied the ins and outs of the company for some time, including unsanctioned internships to learn his own sort of savvy that he can one day bring to the boardroom.
Money makes the world go around, but charm makes it spin twice as fast. Harry developed a knack for the social graces in his early teen years, when seeking approval from figures beyond his father became more important to him.
The son of a powerful and controversial CEO, Harry was trained in basic self-defense from a young age. He knows enough to put up a fight if he becomes a target for a kidnapping, but he's not exactly a vigilante.

He's got all the money and none of the limitations of your typical teen, of course he knows how to have a good time. Whether escaping the dark corners of his mind with recreational amenities or seeking a distraction on the dance floor, Harry knows his way around a good time, alone or with others.
Harry is a genius in his own right, having attended the finest schools and being granted the most prestigious opportunities the Osborn fortune could afford. Though not as outspoken about his aptitude as some, he is nonetheless a keen study, particularly in the matters of chemical engineering and biochemistry.

With the Hobgoblin serum affecting his neurochemistry, it's worth noting that Harry's mind is harder for psychics to fish through. Not much harder, but enough that it takes a concerted focus or skilled psion to pierce the haze of cluttered insecurities, hallucinations and paranoia that clouds his brain.

Pumpkin bombs are so 1999. These bad boys are sleeker AND meaner, filled with a paralytic neurotoxin gas meant to stun anyone who gets in his way. Just don't use them near open flame, unless you're really looking for fireworks.

After reverse-engineering some of his father's Goblin tools, Harry was able to create and requisition some for his own use - including a suit to add to his durability, and a hover-glider to allow him a semblance of flight.
ADVANTAGES
Harry, like his father before him, is a member of the Hellfire Club, though he is unaware of their dealings beyond the parties to which he is invited to attend from time to time. This social club is an exclusive affair where the cream of the crop can rub elbows - and more than that, enjoy themselves with practically no holds barred.
Trust fund? Trust me, he's got funds.
Born with a silver spoon in his mouth, Harry has been provided for by his father's legacy with OSCORP. From opening doors to greasing wheels and palms, a certain level of notoriety can be a blessing in itself.
With connections at within his father's company, Harry is able to access extremely advanced scientific equipment and materials with little to no oversight.
WEAKNESSES
After the effects of the serum fade away, Harry is left vulnerable - exhausted, drained and aching. His mental state is particularly fragile afterwards, and all the more prone to evoking his developing psychosis.
Obsessed with his father in a variety of ways, Harry knows only one thing for certain: Norman will never be satisfied with his son. Torn between trying to vie for his approval and violently distance himself from Norman, Harry is caught in an eternal struggle of teenage rebellion, as fraught by trying to escape his father as he is trying to become his own man. He tells himself he's different, and yet...
Born with a shadow hanging over him, Harry has been stifled by his father's legacy as the Green Goblin. From provoking judgment to inciting open contempt, a certain level of infamy can be an inescapable burden he must carry all alone.
Their friendship is almost antithetical, and yet sometimes it seems the only grounding presence in Harry's life. Even if Peter could learn to cut loose a little now and again.
From the moment Harry injected himself with his version of the serum, the impact on his developing mind has been slowly gaining steam. Though not as immediate or obvious as his father's transformation, he is prone to hallucinations, bouts of increasing mental and emotional volatility, and extreme paranoid delusions. He imagines his father's voice most of all, putting words to all of his own insecurities, a constant reminder that each and every one of his anxieties have a basis in fact.
From a youth filled with money, exposure and parties, Harry has developed a penchant for distracting himself with whatever shiny thing is at hand. Whether that's alcohol, bodies or pharmaceuticals, it's left him prone to relying on external sources of gratification. Though he hasn't reached critical mass with substances just yet, if Harry keeps relying on them to cope with the fallout of the serum and his own struggles, it's just a matter of time.
