An augmented native of Apokolips, Power Boy was originally intended as an enemy agent to destroy superheroes from within, on Earth. However, he was instead inspired by the heroes' example and resisted his conditioning to become a legitimate superhero. Even if he is still learning a lot about Earth and its inhabitants!
Background
The superheroes of Earth have long opposed the dark forces of Apokolips, and due to that, the forces of Apokolips have long plotted to destroy them. One such plan involved creating a superhero of their own, or more accurately a facsimile which they could control, to annihilate the superheroes from within. This nameless individual was given the identity of Power Boy, augmented by Apokoliptan technology to levels equivalent of the New Gods and outfitted with a Father Box, the local equivalent of a Mother Box.
During a clash between the heroes of the Earth and the generals of Apokolips, Power Boy was inspired by the incredible courage and integrity of Superman...unbeknownst to his masters. He accompanied Superman and his fellows back to Earth, and there he quickly became resistant enough to the subliminal conditioning to break Darkseid and Apokolips's hold over him. He decided to make Power Boy a force for good, to help all he could, to do what they could not.
And he started by getting a dog.

Athletics - Competent Level

Power Boy is in great shape and keeps himself reasonably active, more active than most.
Power Boy has been trained in combat and is a capable fighter, excelling well beyond average ability. He leans heavily on his powers and employs a style much like down and dirty brawling, but he can also comport himself in a more graceful manner and consider collateral damage.
Investigation - Novice Level

Power Boy is just starting to learn about observation and extrapolation, as well as combining various clues to reveal a mystery. He has already accomplished a little bit, but he looks forward to learning even more and doing even better.
Science - Competent Level

Power Boy knows a thing or two about advanced scientific matters, and what he doesn't know, Father Box will likely be able to tell him. He's extremely intelligent, even if his knowledge has a number of gaps, and he can use advanced technology with ease, with or without Father Box's assistance. He is usually able to fairly easily understand a device and its intended function on the first couple of times encountering it. His knowledge of science is fairly broad, though some things on a more basic level may elude him since Apokolips and Earth are not particularly similar.
Power Boy is very new to Earth and its sociocultural landscape, but he is fascinated with it and extremely enthusiastic to learn more. He is especially interested in superheroes and their cultural identity, as well as the dynamic of good and evil, and the struggle connected with it. He knows a significant amount of information about specifically superheroes, though awareness of other sociocultural study topics are uneven. He's still learning.
ABILITIES
Tech: Father Box - Supreme Level

Power Boy was equipped with a Father Box when he left Apokolips. As with all Apokoliptan technology, it is extremely self-interested but, having been removed from the immediate influence of Darkseid, it must satisfy itself with attempting to undermine Power Boy's mental stability. Due to Power Boy's training, he has become able to resist the Apokoliptan subliminal broadcasts, and Father Box cannot influence him as it once could; once the hold is broken, it is nearly impossible to establish again.
However, Father Box is obligated to not only obey Power Boy, but it is also required to serve him and to protect him to the best of its ability. It can communicate through pure thought with Power Boy and is constantly aware of his condition and instantly and instinctively can respond to -- or anticipate, at times -- his needs. Its most common tasks include largely defensive and recuperative feats, such as healing his injuries, manipulating his life force to allow him to survive otherwise dire wounds, establishing a force field around him to protect him from harm or inhospitable conditions, such as in space, and not least of all, the creation of boom tubes and hush tubes, which allow instantaneous travel across vast distances. Less common uses, but still significant, are universal translation and (sometimes influenced) information about various places, figures, and items, costume repair and transformation, and communication and interface with other, usually comparatively primitive, technology.
Father Box can be trusted to always save Power Boy if it is able, but it can also be trusted to fall under the influence of Darkseid, if he should ever come into direct conflict with Power Boy. Any information from Father Box must be filtered and analyzed, sometimes subtly and sometimes otherwise. Father Box will also, begrudgingly, protect Kirby, Power Boy's dog, from harm. This may, in time, extend to others Power Boy calls friends, since Father Box must obey Power Boy.
Father Box has a significant range and can still provide assistance to and maintain a connection with Power Boy over the distance between planets. However, the greater the distance between them, the less power can be provided through these connections. Outside influences can also have differing effects on the connection, such as ambient power on the same scale. If, for example, Father Box found itself on Apokolips or New Genesis, it's unlikely it would be able (and might even become unwilling) to communicate with Power Boy on Earth.
Father Box is indestructible by conventional means, but it may be isolated or even forced into a low-power sort of comatose state. It possesses a kind of sentience, but all that means is that it's capable of being extremely willful. Father Box generally cannot move on its own, but it can arrange events to move itself, if given opportunity. The Justice League, STAR Labs, and a number of other organizations and groups possess the capabilities of dealing with a Father Box or Mother Box if necessary.
Power: Flight - Supreme Level

Power Boy can manipulate the kinetic force around his body to attain flight. He is able to achieve hypersonic speeds within an atmosphere, and outside of an atmosphere, he can reach much, much faster speeds.
Power: Invulnerability - Supreme Level

Power Boy is far more dense on a molecular level than a normal human and thus is able to withstand tremendous amounts of damage. He can heal at extremely accelerated rates, and this allows for complete recovery within mere minutes of what would be a devastating or even lethal injury for a human. He is not susceptible to allergens, pathogens, or any conventional poisons, as his system simply will not tolerate them. His invulnerability does not, it must be noted, extend to his clothes and only has a limited effectiveness at shielding others, though it can protect passengers from harm when flying with him and moving at extremely fast speeds. It cannot, however, hope to protect a passenger being carried through an extended distance in inhospitable territory, such as deep space or far underwater.
Power Boy's invulnerability also extends to affording him tremendous stamina and significant survivability. He does not require a number of essentials for long periods of time: food, air, or water. He could conceivably travel interstellar distances without resting on the way, and he would need no rest stops.
Power: Projective Empathy - Enhanced Level

Able to sense and understand the emotions of those around him, Power Boy is a strong empath, but one who constantly runs the risk of being overwhelmed by his gift. Unlike most empaths, Power Boy doesn't just concentrate on sensing the emotions of others. Instead, he uses the emotions to fuel his remarkable ability to create psychic constructs.
These are typically volatile, short-lived constructs similar in makeup to hard light, such as is used by the Green Lanterns. Depending on the emotions absorbed, features of the constructs may change, as may their ultimate effect on their surroundings: intense, powerful anger may manifest in red lightning, while feelings of romance may simply cause bubbles in the shape of hearts and flowers.
Power Boy may create psychic constructs without any particular emotion attached to them, though these will generally be less powerful and far less persistent. In any case, these constructs will only rarely last longer than a minute, though acute focus can help them to last as long as Power Boy can maintain them. Because of this focus, however, he will be unable to do much else while it is maintained.
Power: Super-Senses - Supreme Level

Thanks to his genetics and the augmentation performed by the masters of Apokolips, Power Boy has tremendous ability to perceive things. He can, for example, see hundreds of miles, and hear and distinguish sounds from across a city. He is also able to perceive wavelengths beyond the normal human range, though he has yet to practice this too extensively and is still a bit reserved with its use. His vision is microscopic as well as telescopic, and he can perceive matter at an atomic level if he focuses. As with some of the other aspects of his enhanced senses, however, he has also not employed this particular ability all that frequently.
Power: Super-Speed - Enhanced Level

Even if he's not a Speed Force user, Power Boy can move extremely quickly, achieving supersonic speeds within an atmosphere similar to Earth. He can perform most tasks at around one hundred times the speed a human in peak condition.
Power: Super-Strength - Supreme Level

Power Boy is unbelievably strong, able to lift a jumbo jet without straining, for example. Due to the nature of his physiology, quite possibly an inherent tactile telekinetic field, he is able to exert this greater strength on a less sturdy object without destroying it. For example, he could pick up that jumbo jet by the wing and manage not to completely devastate its structural integrity. Or, alternatively, he could use it as a blunt weapon without it simply shattering.
ADVANTAGES
Power Boy found an abandoned military base and lives in one of the hangars, which he has equipped for ideal comfort and, of course, to protect and please Kirby. It is located in the Midwest, and hundreds of miles away from any major city, enabling him to get away from it all when he needs to rest. It is equipped with missile silos, but none of these still contain any missiles. Any equipment still remaining is decades out of date and, in any case, most of it is completely defunct beyond repair, even if anyone wanted to fix it.
Power Boy's hangar has a security system, climate control, and is strengthened against natural disaster...or unnatural disaster. It also features bunker access, in case it is needed, and further has access to well water.
Kirby is Power Boy's dog and, in many ways, serves as a therapy animal. He is a little pug who has no special powers, but he makes Power Boy feel better and helps to even out his emotional state. He lives at Power Boy's home and is never far from his thoughts.
WEAKNESSES
Whatever else you might say about him, Power Boy is an absolute fish out of water when it comes to life on Earth. He knows what he's seen and read, and what Father Box tells him, but he hasn't lived on Earth long enough to be able to fully comprehend life and society there. Because of this, he can come off as odd, and it is prohibitively difficult for him to try and blend in to any successful extent.
Power Boy's empathy can be very useful, but it can also be extremely dangerous to him. When he is confronted and surrounded by particularly strong force of emotion, be it from a particularly potent source or multiple powerful sources, it is easy for him to become overwhelmed. Because of this, he may be highly influenced by the emotion in particular, or it may simply cause him to retreat to a safe distance. He lives far away from any major cities because of this, and his only regular companion is his dog, Kirby.
Power Boy has no secret identity. He didn't even come to Earth with a proper name! Given that it's also very hard for him to blend in, it would be near impossible for him to maintain a secret identity for very long.
A substance called Radion is the bane of most beings of the Fourth World. Its source is unknown, but it is extremely rare and impossible to replicate. Its effects are toxic in sustained amounts or explosive exposure only, such as in a bomb or from a weapon firing radion as a beam.
