Leslie 'Livewire' Willis is brash, headstrong, a rebel without a cause. And he's got metahuman powers, so that's probably going to turn out just fine. He's not truly malicious, he's just headstrong, wild-hearted, and between that teenage sense of invincibility and knowing better than his elders, it's a dangerous cocktail of adrenaline and rushes to action.
He'd probably be called an agent of chaos if he actually planned enough to be plotting chaos. He's more a hapless rube of chaos. He just does things and doesn't think them through! But with a guiding hand, he could be a powerful force for justice. Plus, he can keep his friends' cell phones topped up.
Personality
Leslie's wild, unpredictable, and brash. He's got a good heart deep down, at least his family thinks so, and he does at points as well. But these new powers are both intoxicating and overwhelming, and he finds himself terrified of what he can do and uncontrollably eager to find out. It's a heady combination, and deep down he's looking for someone to help him handle these new realities he's been thrust into.
Background
Leslie was born to upper middle-class parents, and had if anything, a lax and forgiving upbringing. This led to him acting out, breaking rules, and getting a craving for being the center of attention. And so after years of being the class clown, the problem child in elementary and high school, he acted out more than ever before.

He's spent a lot of time learning how to manipulate hashtags, SEO, and other social media nuances, and is capable of manipulating social media trending lists to get himself plenty of attention. Although he hasn't broken the internet yet.

Power: Electrokinesis - Supreme Level

The control and manipulation of electricity. You want it, he's got it! And not in some hokey 'My hammer shoots lightning' way. He's living electricity. He still has a body, but he can transform it, traveling through electrical systems, he can even make himself appear on your TV screen. ...Okay, not like, you know, if you're watching one of his videos. Like he can be IN your TV. Live! No no, not like a broadcast, like... totally cool metahuman power way! But he has limits. He can jump in your computer and fry it up real good, but he can't access the computer files. But he can definitely absorb electricity from power grids, and throw it back out as lightning bolts, or lightning punches, or lightning kicks. He can absorb electricity, from enough to charge a cell phone, up to an entire major metropolitan area's power grid capacity. But the more power he absorbs the harder he finds it to control. While he can manipulate energy with finesse and fine tuning up to the power for an apartment building, if he absorbs closer to his maximum capacity, he tends to be far more wild in his swings of power.
ADVANTAGES
Leslie's big on social media. Twitter, Instagram, Patreon and more, he keeps up a steady schedule of livestreams, podcasts, and reaction videos! And with all of this activity and standing comes clout, or 'People willing to help out an online celeb'. It's not enough to really give him a lot of concrete resources, but the occasional keycard to a place he needs to go, or more mundanely a ride or a place to lay low, or just good old crowd-sourced information gathering. It might not be the most reliable information network, but it's enthusiastic!
WEAKNESSES
Leslie's got a short fuse sometimes, even when he doesn't want to have one. Needling remarks, even well-meaning kindness, almost anything can rub him the wrong way and make him lash out or ignore common sense and good advice.
Poor Leslie's got himself a problem! If he's absorbed a significant amount of electricity, exposure to water causes him to short out, draining his powers and leaving him weak as a kitten. When he's sufficiently charged and hit with enough water, it can knock him out, and salt water seems to amplify this effect.
